Economic Impact Payments by state

Just received this from IRS Notice IR-2020-101, May 22, 2020, breaking down the Economic Impact Payments (AKA stimulus payments) by state and number of payments made. The population and average per resident I've added.

Wouldn’t column 2 divided by column 1 be a more illuminating number?  The average amount per ‘check?’

 

The total average amount per 'check' is $1699.

Yes, I had that column but managed to somehow leave it out. So here it is with that column put back

Should be no surprise that Utah has the highest average payment amount, but wonder why WDC came in with the lowest  avg pmt amount. Largest number of single filers or single parent households?

Does the $1,699 (or $806) number include unemployment benefits and/or business related payments?
